The project is one of the first large-scale wind power and photovoltaic base projects in China during the “14th Five-Year Plan” period, and is also the largest three-dimensional ecological photovoltaic sand control project in China, jointly invested by Three Gorges Energy and Yili.

Kubuqi Desert is the seventh largest desert in China, located on the south bank of the “several” bends of the Yellow River in the Hetao Plain. More than 60% of the desert is flowing sand dunes, and under the effect of high winds, yellow sand can be blown to the Beijing-Tianjin-Hebei region overnight. At the same time, the Kubuqi Desert is also rich in solar energy resources, the average annual sunshine hours of more than 3,180 hours, the development of photovoltaic sand industry is unique.
The project has overcome a lot of difficulties in the construction process. Photovoltaic sand control, the first bulldozer to bulldoze the dunes, hit the pile foundation, and then install photovoltaic panels, and synchronized with the laying of reeds and sand barriers to prevent wind and sand. During the winter construction period, the desert temperature fell to minus 30 degrees Celsius, a roll of new cable buried before, have to be warmed up in a temporary shed to soften the unfolding. However, the management team scientifically arranged the construction rhythm, and the builders also gnawed down this piece of hard core with a toughness.
The project applied the large-span flexible bracket technology developed by Yili on a large scale. The photovoltaic panels are hung on steel cables pulled up by flexible brackets, and the space under the panels is empty with a height of 4 meters, a width of 30 meters and a length of several hundred meters. “With a large space under the panels, the ground reflection is also more considerable. The photovoltaic panels use double-sided photovoltaic modules, the reverse side can also receive ground reflections to generate electricity, so that the power generation efficiency is increased by 5%-10%.” Yili Resources Group photovoltaic sand control engineer Li Fei said. Construction of photovoltaic power generation facilities at the same time, the project is also supporting the implementation of sand control projects, the sand under the board after improvement, can be used for planting and breeding, the formation of “power generation on the board, planting under the board, between the board of breeding, sand control and soil reform” of the “photovoltaic +” three-dimensional new industrial model. The project will be connected to the grid in 2023.
“2023 project grid, the average annual power generation of about 4.1 billion kilowatt-hours, repair and treatment of the desert area of 100,000 acres, to help construct a northern ecological security barrier, to protect the Yellow River 'a few bends' and Beijing, Tianjin and Hebei region of ecological security.” Li Fei said.
