In recent times, some enterprises have responded to the Association that the bidding process of downstream power stations leads to the phenomenon of price treading due to the bidding price mechanism, which to some extent is an important push factor for the continuous decline of PV product prices. In order to better understand the real situation, promote upstream and downstream docking, explore solutions, and guide the healthy development of the industry, in the afternoon of August 29, 2024, under the guidance of the Department of Electronic Information of the Ministry of Industry and Information Technology, China Photovoltaic Industry Association (CPIA) organized and held the “Symposium on Bidding Price Mechanism of PV Power Station Construction” in Beijing. Representatives from Huadian Group, Datang Group, National Energy Group, State Power Investment Group, Huaneng Group, Yangtze River Three Gorges Group, CNNC Huineng and other power generation enterprises, as well as representatives from LONGi Green Energy, Trina Solar, JA Solar, Sunny Power, JinkoSolar, Atlas, Astronergy, and Tongwei attended the meeting. The meeting was hosted by Liu Yiyang, Deputy Secretary General of China Photovoltaic Industry Association. Wang Shijiang, Deputy Director General of Electronic Information Department of the Ministry of Industry and Information Technology, Mo Xuanchao of Development Planning Bureau of the State-owned Assets Supervision and Administration Commission of the State Council, Yu Can of Department of New Energy and Renewable Energy of the National Energy Administration, Cao Renxian, Chairman of the Board of Directors of China Photovoltaic Industry Association/Sunshine Power Supply Co. Ltd. attended the meeting and delivered a speech.
Through discussions, the meeting agreed that the current situation of industry-wide losses is not conducive to the sustainable and healthy development of the PV industry, and that unreasonably low prices are not conducive to ensuring product quality and delivery for downstream power plant owners.
The meeting suggested that joint upstream and downstream enterprises further optimize the bidding mechanism for PV power plant construction, such as adopting a two-step bid opening system, adopting a reasonable average price as the bullseye price, and incorporating product and technological innovation, product quality and reliability, intellectual property rights, sustainable operation capability, performance capability, social responsibility, ESG, independent control, green supply chain into the scoring system. The China Photovoltaic Industry Association will take the lead in compiling and releasing price indexes and cost indexes to better reflect the current price of PV products and serve as an important basis for the price adjustment mechanism. Referring to the successful experience of PV technology leading base, a certain scale of power station in the wind and light base is dedicated to support the application of advanced and efficient technology and industrialization promotion.
The meeting called for the upstream photovoltaic manufacturing enterprises should be fully aware of their own for solving the current industry difficulties of the main responsibility, put an end to vicious competition, really stand in the industry position decision-making action, adhere to the innovation-driven, adhere to the long-termism, adhere to the win-win cooperation, and work together to maintain the order of fair competition; and at the same time to further optimize and improve the downstream photovoltaic power station tariff policy, to solve the problem of abandoned light and power limitations, the implementation of the “Fair Competition Review Ordinance , regulate the local government industry supporting, local protection and other unreasonable behavior, effectively reduce the non-technical cost of photovoltaic power generation, so that the upstream manufacturing side of the dividends brought about by cost reduction and efficiency truly benefit the downstream application side.
